The popularity of Harju County as a place to live is increasing year by year, and small towns situated on the border of Tallinn, or the so-called golden circle, as well as other subdistricts with a good transport connection to the capital are preferred. For example, Keila, Saku and Saue towns, Peetri small town and Viimsi rural municipality.
